Schools and municipalities installing turf on a playground are often surprised to learn that "ADA-compliant turf" isn't a product you can buy off a spec sheet and be done with — it's an outcome that depends on how the whole system is installed and maintained. The turf carpet, the infill, and the foam pad or shock-absorbing base underneath all play a role, and a system that passed inspection on installation day can drift out of compliance years later without anyone changing the product at all.

It's easy to conflate accessibility compliance with impact safety compliance because both get lumped under "playground safety." They're governed by different rules and tested differently:
A surface can pass one and fail the other. Turf with heavily compacted infill can still feel reasonably firm and stable to walk across while badly failing its impact-attenuation number underneath a slide.
The accessibility standard doesn't name turf specifically — it sets a performance requirement that any surface has to meet. Loose sand, pea gravel, and deep engineered wood fiber routinely fail this test, which is a major reason turf and rubber unitary surfacing have become common choices for accessible playgrounds. But turf isn't automatically exempt from failing it too: infill that's too deep, too loose, or unevenly distributed can create soft or shifting spots that a wheelchair caster sinks into or drags through, functionally no different from failing loose-fill surfacing. Perimeter transitions — where the turf meets a concrete walkway or curb — are a common spot for accessibility failures if the height differential exceeds what's allowed.
Every piece of playground equipment carries a fall-height rating based on its highest accessible point. The surfacing underneath has to have a tested critical fall height (CFH) at or above that number. On turf-over-foam systems, the turf carpet contributes very little to CFH — it's almost entirely a function of the foam pad's thickness and condition. A pad rated for an 8-foot CFH when new can test well below that after years of compaction under a slide exit or swing landing zone, the two locations we find degraded most consistently on inspection.

A facility that installed IPEMA-certified surfacing and never tested it again isn't necessarily out of compliance, but they have no current evidence either way — and if an incident happens, "we bought a certified product once" is a much weaker position than a current in-place test report.
